France Télévisions Shifts Strategy Towards High-Impact Series

In response to increasing budgetary pressures, France Télévisions is strategically repositioning its approach to fiction production. The broadcaster is now focusing on developing and acquiring "high-impact" series characterized by distinctive storytelling and more contained budgets, aiming to captivate audiences and stimulate dialogue.

France Télévisions Embraces Leaner, High-Impact Productions with New Thrillers and Sci-Fi Projects

On March 26, 2026, France Télévisions officially announced a significant shift in its international fiction strategy. Mourad Koufan, the head of international fiction and young adults, revealed this change ahead of the Series Mania Festival in Lille. The broadcaster is moving away from the previous model of highly expensive, large-scale productions, exemplified by historical dramas like “The Count of Monte Cristo,” and is instead investing in more cost-effective yet compelling projects. This new direction includes two prominent series: "Passe Muraille," a six-part thriller from Mathieu Missoffe, and "Free Pass," a new show from the producers behind "The Kissing Booth."

"Passe Muraille" features Janis Abrikh as Sam Mansouri, a telemarketer who gains the extraordinary ability to phase through walls after an alcohol-induced blackout. Directed by Kasia Adamik and produced by Banijay’s Marathon Studio in collaboration with France Télévisions, the series also stars Noémie Schmidt, Samir Boitard, Malik Zidi, and Mylène Jampanoï. Meanwhile, "Free Pass" delves into a French couple's game show win, leading them to a hotel where they encounter a Hollywood power couple, triggering an unexpected vacation romance. This series is a collaborative effort between Max Benitz, iGeneration Studios (U.K.), Summertime (France), and Michael Shyjka, with the backing of France Télévisions.

Koufan emphasized that the goal is not to produce a large volume of series, but rather to create memorable content that sparks conversation and attracts diverse viewers. This strategic pivot is driven by tightening budgets across Europe, compelling France Télévisions to seek projects with maximum budgets ranging between €2 million and €2.5 million per episode, a notable reduction from the previous €2 million to €4 million range. The strategy hinges on two core principles: creating contemporary series that mirror current societal themes and developing shows with powerful concepts or based on established intellectual properties. To achieve this, France Télévisions is actively pursuing international partnerships with other broadcasters, pay TV groups, and streamers, fostering collaborative environments to bring these innovative projects to fruition.

Beyond original productions, the broadcaster is also enhancing its portfolio through strategic acquisitions of English-language content. Recent additions include "Fifteen-Love," a six-part series created by Hania Elkington, exploring the aftermath of a traumatic incident in the tennis world, featuring Ella Lily Hyland and Aidan Turner. Another significant acquisition is "King & Conqueror," created by Michael Robert Johnson, starring James Norton and Nikolaj Coster-Waldau. These acquisitions and new productions highlight France Télévisions' commitment to a diverse and impactful program lineup, including the dystopian drama "The Best Immigrant," which premiered in the international competition at Series Mania.

This strategic realignment by France Télévisions signals a pragmatic and forward-thinking response to evolving industry dynamics. By prioritizing compelling narratives and fostering international collaboration, the broadcaster is demonstrating that creativity and impact need not be solely dependent on colossal budgets. This approach could inspire other public broadcasters to innovate within their financial constraints, ultimately enriching the global television landscape with diverse and thought-provoking content.
